The 1st KIAS International Workshop on Cosmology and Structure Formation&lt;br /&gt;
&lt;br /&gt;
   This series of international workshops is held in alternate years by Korea Institute for Advanced Study  (KIAS) in Seoul, Korea.  &lt;br /&gt;
   Each workshop will focus on the most lively topics in cosmology and structure formation. &lt;br /&gt;
   The format of the workshops consists of plenary sessions to invited talks and parallel sessions to contributed talks by bringing together leading &lt;br /&gt;
   experts and young researchers discussing recent progress in the field.&lt;br /&gt;
&lt;br /&gt;
   In the first year 2004, we were especially in celebration of the exciting news that the Korean Scientist Group (KSG) comes to a new partner of the Sloan Digital Sky Survey (SDSS). &lt;br /&gt;

지난 3월 28일부터 30일까지 미국 필라델피아의 드렉셀 대학에서 SDSS-II 공동연구자 회의가 있었다. &lt;br /&gt;
&lt;br /&gt;
SDSS에 참여하는 기관들은 돌아가면서 1년에 두 번 collaboration meeting을 개최하고 있다. SDSS-II는 크게 세 개의 주요 프로젝트 (Legacy survey, Supernova Survey, SEGUE-the Sloan Extension for Galactic Understanding and Exploration)로 진행되고 있다. 일반 적으로 처음 이틀간은 프로젝트 책임자들의 관측 진행 상황과 연구성과 요약, 데이터 분석 및 방법 개발과 사용에 대한 보고가 이루어지고, 이어서 주요 연구 성과들에 대한 회원들의 발표가 이어진다. 그리고 마지막 날에는 소그룹회의가 있어서 다양한 관심 연구분야에 따라서 회원들이 모여 연구 결과를 발표하고 공동연구를 도모한다. 지난 해 가을에는 한국 과학자 그룹 (Korean Scientist Group)은 서울대에서 이 모임을 개최하였고 90여명의 국내외 천문학자와 대학원생들이 참여한 바가 있다.&lt;br /&gt;
&lt;br /&gt;
KSG가 2004년 가을 SDSS사업에 참여한 이후로 이 미팅에 5회째 줄곧 참가하고 있다. 이번 미팅에는 부산대학교의 안홍배 교수님, 고등과학원의 박창범 교수님, 김주한 박사와 함께 하였다. &lt;br /&gt;
&lt;br /&gt;
이번 미팅이 열린 드렉셀 대학은 펜실베니아 주의 필라델피아 시내에, 펜실베니아대학과 나란히 위치하고 있으며 19세기 초에 설립된 사립대이다. SDSS사업은 물리학과에 있는 천체물리그룹의 두 명의 교수에 의해서 주도되고 있다. 필라델피아는 미국의 독립을 이루어낸 곳으로 정신의 수도라고 불리는 곳이다. 이탈리아계의 주인공인 록키가 필라델피아의 미술관 계단을 뛰어 올라가면서 두 손을 높이 치켜들어 미국은 위대한 기회의 나라이며 평등한 나라라는 필라델피아의 정신을 말해주고자 했던 바로 그 곳이다. 미팅이 열리는 기간 동안, 매일 2km 정도 떨어진 숙소와 미팅장소를 오가는 한 시간 남짓의 자유시간만으로 필라델피아의 정신을 느끼기는 부족했다. 하지만 연구를 향한 열정은 차고도 넘쳐 흘렀고 맥주로 식혀야만 했다. 특히 안홍배 교수님의 열정은 정말 뜨거웠다.&lt;br /&gt;
&lt;br /&gt;
첫 이틀 동안 주요 프로젝트에 대해19개의 연구발표와 4개의 관측에 관한 보고가 있었다. &lt;br /&gt;
한국 참가자들의 활동을 요약해보면 첫날의 Legacy Survey 세션에서 박창범 교수와 최윤영 박사가 주도한 “Dependence of galaxy properties on environment”에 관한 연구 결과가 공동연구자로 참여한 Michael Vogeley교수(드렉셀 대학)의 발표로 지난 서울 미팅에 이어서 다시 한번 주목을 받았고, 20개의 연구성과를 짧게 발표한 Machine Gun Science 세션에서는 최윤영 박사가 “Topology Analysis on Luminous Red Galaxy (LRG)”를 발표하였다. 사흘 째에 있었던 거대구조 소그룹회의에서는 김주한 박사가 “Environmental Effect on the Physical Quantities of the SDSS &amp;amp; Mock galaxies”를 발표하였다. 이번 미팅의 특징으로는 2008년에 끝나는 Sloan-II이후에 이어질 관측(After Sloan-II, 이하AS2)에 대해 논의를 들 수 있다. AS2는 현재보다 더 깊게 z=0.7까지 이르는 LRG들을 관측해서 바리온 픽을 1%의 오차로 측정하고 이를 이용해서 암흑에너지를 더욱 자세히 이해하고자 하는 Baryon Oscillation Spectroscopic Survey를 주요 프로젝트로 하고, 우리은하의 적외선연구, 외계행성 탐사 등의 관측이 더해질 예정이다. 관련 논의에서는 프로젝트의 진행상황을 회원들에게 설명하였고 관측을 제안하는 시간을 가졌는데, 이곳에서 박창범, 안홍배 교수는 멀리 있는 은하들의 딸린 은하시스템을 관측하여 암흑물질을 이해하는 “Dark Matter Survey”를 제안하였다. &lt;br /&gt;
&lt;br /&gt;
언제나 그렇듯 이번 미팅에서도 데이터도 많지만 할 일도 많다는 것을 다시금 느꼈고, 또한 많은 연구결과들을 쏟아놓는 회원들의 열정적인 모습을 보면서 자극과 자신감을 동시에 얻는 기회가 되었다. 특히 AS2와 같은 큰 프로젝트를 젊은 연구자들이 주축을 이루어 치열하게 그들의 미래를 준비하는 모습은 가장 깊은 인상을 주었다.&lt;/div&gt;</summary>

그동안 방치해두었던 홈페이지를 새로 만들었습니다. 안정된 홈페이지 전용서버로 옮기기까지 4번의 이전을 하면서&lt;br /&gt;
저의 홈페이지 만드는 기술은 zero board의 업그레이드와 더불어 한층 업그레이드된 듯 합니다.&lt;br /&gt;
&lt;br /&gt;
아직 zb5가 베타버전인 관계로 다양한 모듈과 레이아웃 등이 없어 아쉬운점이 많지만 대체로 완성된 모습을 띄게 되어 아주 기쁩니다.  내용도 차츰 채워 나가도록 하겠습니다. 아무쪼록 많이 사용해 주시고 홈페이지 운영에 관한 코멘트도 부탁드립니다. &lt;br /&gt;

워크숍 준비에 많은 수고를 해준 박원기 박사와 김소영씨께 감사를 드립니다. &lt;br /&gt;
또 참가해서 유익한 강의를 해주신 연사들께도 감사드립니다.&lt;br /&gt;
&lt;br /&gt;
이번 워크숍에는 27개의 강연이 있어서 일정이 빠듯했지만&lt;br /&gt;
강연시간을 좀 짧게 하여 속도감 있게 하면서 많은 것을 배울 수&lt;br /&gt;
있는 시간이었습니다.&lt;br /&gt;
&lt;br /&gt;
우연히 워크숍 기간 중에 제가 몸살이 심해서 밝은 표정으로&lt;br /&gt;
대하지 못한 분이 많았으리라 생각하여 죄송합니다.&lt;br /&gt;
한편 하이원에 대해서 여러 분들께서 만족스럽게 생각하여&lt;br /&gt;
다행으로 여기고 있습니다. 저는 숙박과 회의장소들이 떨어져 있는&lt;br /&gt;
것이 매우 불편했었는데 거기 좀 있다 보면 익숙해질 수도 있겠다는&lt;br /&gt;
생각이 들었습니다.&lt;br /&gt;
&lt;br /&gt;
외부은하천문학 분야에 이렇게 많은 분들이 국내에도 연구하고 있다는&lt;br /&gt;
사실에 매우 고무될 수 있는 시간이었습니다.&lt;br /&gt;
다음 번에도 열띤 모임을 가져주기 바랍니다.&lt;br /&gt;

오늘 우연히 연구 노트 뒤적거리다가, 지난 번 하이원 워크샵 말미에 있었던 자유토론 시간에 나왔던 얘기들을 몇 개 기록해놨던 것을 발견했습니다. 뭐, 많이도 아니고, 딱 다섯 분 얘기를 급하게 기록해놓은 것인데, 워낙 짧게 기록해놨던 거라서 지금 보니 무슨 얘긴지도 잘 기억이 안 나는군요. 그리고, 참석한 분들의 참석한 소감 등의 기록이 주입니다.&lt;br /&gt;

윤석진 - 워크샵에 SDSS와 직접 관련이 없는 프로젝트, e.g. GALEX 등의 Review Talk가 있었으면 좋겠다.&lt;br /&gt;

이형목 -  SDSS (optical) 자료는 AKARI 자료와 보완적 관계. e. g.  IR Source identification. AKARI Phase III의 퀘이사 분광 관측 대상을 SDSS DR5 자료에서 뽑았다. AKARI의 분광 능력이 아주 좋아서, Z = 4의 Halpha emission line을 뚜렷이 얻을 수 있다.&lt;br /&gt;
&lt;br /&gt;
김태선 - SDSS를 기반으로 (개인) 연구 시작. SDSS 학회에 참석해보니 galaxy clustering 외에도 Stellar photometry 등 다양한 연구가 진행되고 있음을 실감했다.&lt;br /&gt;
&lt;br /&gt;
이광호 - SDSS 자료 사용한지 얼마 안됐음. 워크샵에 참석해보니, 크게로는 다양한 연구 분야를 접할 수 있었고, 작게는 자신의 연구에 도움되는 방향/자료를 얻었음.&lt;br /&gt;

Hello all,&lt;br /&gt;
I wanted to summarize the response I have received to my call for&lt;br /&gt;
ideas for ancillary targetting to the core AS2 science programs. Most&lt;br /&gt;
of these ideas would be auxiliary targets to the BOSS program, and&lt;br /&gt;
there may be fibers for up to 30 targets per square degree. The&lt;br /&gt;
detailed program will be decided by the AS2 management committee. For&lt;br /&gt;
them to make their decision, we need documents describing the&lt;br /&gt;
following for each category of auxiliary target: &lt;br /&gt;
&lt;br /&gt;
-A detailed scientific case: why this project is scientifically&lt;br /&gt;
compelling. One to two pages would be appropriate here. &lt;br /&gt;
&lt;br /&gt;
-Target selection details. How are the targets selected? Can&lt;br /&gt;
the targets be selected right now, using existing data? &lt;br /&gt;
&lt;br /&gt;
-The density of targets on the sky. Can the sample be&lt;br /&gt;
sparse-sampled? &lt;br /&gt;
&lt;br /&gt;
-Sky coverage of targets. Is it important that the selection be&lt;br /&gt;
uniform over the whole survey footprint? Does it need to be&lt;br /&gt;
tiled? Are there specific regions of the sky in which one needs&lt;br /&gt;
to target? &lt;br /&gt;
&lt;br /&gt;
We need these quite soon: as was discussed at the SDSS collaboration&lt;br /&gt;
meeting last week, we need to finalize a number of aspects of the AS2&lt;br /&gt;
survey, including the targetting of ancillary targets, in the next&lt;br /&gt;
month. So we would like the documents (posted to&lt;br /&gt;
as2-general@astro.princeton.edu) by two weeks from today, i.e., &lt;br /&gt;
April 16. One restriction to keep in mind is that we need to minimize&lt;br /&gt;
the effect of cross-talk on the faint (g=22) targets in BOSS; in&lt;br /&gt;
practice, this suggests that we can't target objects with fiber&lt;br /&gt;
magnitude brighter than r~17. &lt;br /&gt;
&lt;br /&gt;
Here are the ideas I have heard thus far for ancillary programs:&lt;br /&gt;
&lt;br /&gt;
-Guinevere Kauffmann and Tim Heckman are interested in targetting&lt;br /&gt;
luminous blue galaxies at all redshifts, to understand the&lt;br /&gt;
evolution of luminous galaxies from z=0.7 to today. &lt;br /&gt;
&lt;br /&gt;
-Paco Prada is interested in targetting bright galaxies, especially&lt;br /&gt;
those not properly targetted as part of the main SDSS sample due to&lt;br /&gt;
problems with the photometric pipeline. (This program may be&lt;br /&gt;
affected by the bright limit on targets). &lt;br /&gt;
&lt;br /&gt;
-There is interest in various SEGUE-related programs, such as&lt;br /&gt;
spectroscopically targetting some of the high-density lumps in the&lt;br /&gt;
Milky Way, or targetting a sparse sample of BHB stars uniformly&lt;br /&gt;
across the survey area. The SEGUE team, and David Hogg, are&lt;br /&gt;
interested in pursuing this. &lt;br /&gt;
&lt;br /&gt;
-Bob Nichol, Daniel Thomas and Claudia Maraston are interested in&lt;br /&gt;
high S/N spectroscopy of nearby ellipticals for detailed star&lt;br /&gt;
formation history/metallicity studies. &lt;br /&gt;
&lt;br /&gt;
-Xiaohui Fan is interested in various high-redshift quasar studies,&lt;br /&gt;
including: &lt;br /&gt;
-A complete i-band dropout survey&lt;br /&gt;
-Going fainter in z&amp;gt;4 quasars than the main SDSS survey&lt;br /&gt;
-Targetting quasar candidates that were missed due to fiber&lt;br /&gt;
collisions, to study the small-scale clustering of quasars&lt;br /&gt;
&lt;br /&gt;
-Changbom Park is interested in targetting satellite companions of&lt;br /&gt;
low-redshift galaxies to study halo dynamics and the properties of&lt;br /&gt;
low-luminosity galaxies. &lt;br /&gt;
&lt;br /&gt;
It is not too late to add to this list!&lt;br /&gt;

query때에 name 일던가 index 등의 이름으로 붙여두면 분석할 때 사용하기가 훨씬 쉬워요.&lt;br /&gt;
단 주위할 것이 있는데 나중에 이야기하죠.&lt;br /&gt;

순서는 맞아보여요. ephoto를 실행하려면 필요한 것들이죠.&lt;br /&gt;
ephoto까지 돌려보고 atlas image를 ds9로 보고 ephoto에서 나오는 것과도 비교해보세요.&lt;br /&gt;
숫자로 그림을 그려서 terminal에서 확인하도록 되어있거든요.&lt;br /&gt;

다른 프로그램도 필요한 데이터를 쿼리해서 실행해보면 될것 같습니다.&lt;br /&gt;

query때에 name 일던가 index 등의 이름으로 붙여두면 분석할 때 사용하기가 훨씬 쉬워요.&lt;br /&gt;
단 주위할 것이 있는데 나중에 이야기하죠.&lt;br /&gt;
&lt;br /&gt;
순서는 맞아보여요. ephoto를 실행하려면 필요한 것들이죠.&lt;br /&gt;
ephoto까지 돌려보고 atlas image를 ds9로 보고 ephoto에서 나오는 것과도 비교해보세요.&lt;br /&gt;
숫자로 그림을 그려서 terminal에서 확인하도록 되어있거든요.&lt;br /&gt;
&lt;br /&gt;
ephoto까지 한 번 돌려보는 것으로 숙제를 하기로 해요.&lt;br /&gt;

위와 같이 쿼리를 해서 결과가 나왔습니다.( from에만 field 부분이 들어가니 같은 것만 나타나던데요..)&lt;br /&gt;
그럼 이제 업로드를 할때 u.up_id(어제 m.name)이 붙여서 올려야 하는데 이부분을 잘 모르겠습니다.&lt;br /&gt;
&lt;br /&gt;
2. 업로드를 하고 나면 field에 있는 extinction, aa, kk, airmass 등등을 쿼리 해서 field.*.dat로 만들면 되는 건가요? &lt;br /&gt;
&lt;br /&gt;
3.  calibknu.sql 에 있는 첫번째 쿼리 부분중 from 에서 field 부분 빼고 해 봤는데요&lt;br /&gt;
6초만에 끝내던데요. 이 결과를 calib.*.dat 로 저장하면 되는 건가요?(* 부분은 임의로 해도 되는 건지요?)&lt;br /&gt;

Hello all,&lt;br /&gt;
I wanted to summarize the response I have received to my call for&lt;br /&gt;
ideas for ancillary targetting to the core AS2 science programs. Most&lt;br /&gt;
of these ideas would be auxiliary targets to the BOSS program, and&lt;br /&gt;
there may be fibers for up to 30 targets per square degree. The&lt;br /&gt;
detailed program will be decided by the AS2 management committee. For&lt;br /&gt;
them to make their decision, we need documents describing the&lt;br /&gt;
following for each category of auxiliary target: &lt;br /&gt;
&lt;br /&gt;
-A detailed scientific case: why this project is scientifically&lt;br /&gt;
compelling. One to two pages would be appropriate here. &lt;br /&gt;
&lt;br /&gt;
-Target selection details. How are the targets selected? Can&lt;br /&gt;
the targets be selected right now, using existing data? &lt;br /&gt;
&lt;br /&gt;
-The density of targets on the sky. Can the sample be&lt;br /&gt;
sparse-sampled? &lt;br /&gt;
&lt;br /&gt;
-Sky coverage of targets. Is it important that the selection be&lt;br /&gt;
uniform over the whole survey footprint? Does it need to be&lt;br /&gt;
tiled? Are there specific regions of the sky in which one needs&lt;br /&gt;
to target? &lt;br /&gt;
&lt;br /&gt;
We need these quite soon: as was discussed at the SDSS collaboration&lt;br /&gt;
meeting last week, we need to finalize a number of aspects of the AS2&lt;br /&gt;
survey, including the targetting of ancillary targets, in the next&lt;br /&gt;
month. So we would like the documents (posted to&lt;br /&gt;
as2-general@astro.princeton.edu) by two weeks from today, i.e., &lt;br /&gt;
April 16. One restriction to keep in mind is that we need to minimize&lt;br /&gt;
the effect of cross-talk on the faint (g=22) targets in BOSS; in&lt;br /&gt;
practice, this suggests that we can't target objects with fiber&lt;br /&gt;
magnitude brighter than r~17. &lt;br /&gt;
&lt;br /&gt;
Here are the ideas I have heard thus far for ancillary programs:&lt;br /&gt;
&lt;br /&gt;
-Guinevere Kauffmann and Tim Heckman are interested in targetting&lt;br /&gt;
luminous blue galaxies at all redshifts, to understand the&lt;br /&gt;
evolution of luminous galaxies from z=0.7 to today. &lt;br /&gt;
&lt;br /&gt;
-Paco Prada is interested in targetting bright galaxies, especially&lt;br /&gt;
those not properly targetted as part of the main SDSS sample due to&lt;br /&gt;
problems with the photometric pipeline. (This program may be&lt;br /&gt;
affected by the bright limit on targets). &lt;br /&gt;
&lt;br /&gt;
-There is interest in various SEGUE-related programs, such as&lt;br /&gt;
spectroscopically targetting some of the high-density lumps in the&lt;br /&gt;
Milky Way, or targetting a sparse sample of BHB stars uniformly&lt;br /&gt;
across the survey area. The SEGUE team, and David Hogg, are&lt;br /&gt;
interested in pursuing this. &lt;br /&gt;
&lt;br /&gt;
-Bob Nichol, Daniel Thomas and Claudia Maraston are interested in&lt;br /&gt;
high S/N spectroscopy of nearby ellipticals for detailed star&lt;br /&gt;
formation history/metallicity studies. &lt;br /&gt;
&lt;br /&gt;
-Xiaohui Fan is interested in various high-redshift quasar studies,&lt;br /&gt;
including: &lt;br /&gt;
-A complete i-band dropout survey&lt;br /&gt;
-Going fainter in z&amp;gt;4 quasars than the main SDSS survey&lt;br /&gt;
-Targetting quasar candidates that were missed due to fiber&lt;br /&gt;
collisions, to study the small-scale clustering of quasars&lt;br /&gt;
&lt;br /&gt;
-Changbom Park is interested in targetting satellite companions of&lt;br /&gt;
low-redshift galaxies to study halo dynamics and the properties of&lt;br /&gt;
low-luminosity galaxies. &lt;br /&gt;
&lt;br /&gt;

The outline of AS2 and its surveys are:&lt;br /&gt;
&lt;br /&gt;
SSS: In fall 2008 and spring 2009, we will use dark/grey time and the &lt;br /&gt;
current SDSS spectrographs to complete a survey of 250,000 stars, mostly&lt;br /&gt;
at high galactic latitude.  This strategy will be similar to SEGUE, &lt;br /&gt;
with the goal being to study the assembly and chemical enrichment&lt;br /&gt;
of the outer parts of the Milky Way.  (PI: Connie Rockosi)&lt;br /&gt;
&lt;br /&gt;
ASEPS: In bright time from fall 2008 through spring 2014, we will &lt;br /&gt;
conduct a large radial-velocity survey for extrasolar planets using &lt;br /&gt;
the multi-object Exoplanet Tracker spectrograph.  Approximately&lt;br /&gt;
100,000 stars will be surveyed, yielding over 1000 planets.  We expect&lt;br /&gt;
to build additional ET spectrographs beyond the current prototypes.&lt;br /&gt;
(PI: Jian Ge)&lt;br /&gt;
&lt;br /&gt;
APO-LSS: From fall 2009 through spring 2014, we will use dark/grey&lt;br /&gt;
time and the upgraded SDSS spectrographs to perform a 10,000 degree&lt;br /&gt;
survey of galaxies and the Lyman-alpha forest aimed at producing the&lt;br /&gt;
state-of-the-art measurement of large-scale structure, including a 1%&lt;br /&gt;
distance measurement from the baryon acoustic oscillation.  The upgraded&lt;br /&gt;
spectrograph will feature 1000 fibers, new CCDs and gratings, and extended&lt;br /&gt;
UV and red coverage.  Some additional imaging will be performed in fall&lt;br /&gt;
2008.  (PI: David Schlegel)&lt;br /&gt;
&lt;br /&gt;
APOGEE: Starting in 2011, we will use a high-resolution infrared (H-band)&lt;br /&gt;
multi-fiber spectrograph to conduct a survey of stars.  The goal is to&lt;br /&gt;
study the dynamics and chemical enrichment of the Milky Way, primarily&lt;br /&gt;
at low galactic latitudes where dust extinction makes the optical&lt;br /&gt;
impractical.  (PI: Steve Majewski)&lt;br /&gt;
&lt;br /&gt;
The details of these science cases are not frozen and we welcome&lt;br /&gt;
collaborators to join in the development of these surveys.  We are&lt;br /&gt;
actively investigating the opportunities to piggy-back these surveys&lt;br /&gt;
and hence make the whole observing plan more than the sum of its parts.&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
With 3 new or upgraded instruments and 6 years of planned operations,&lt;br /&gt;
the SDSS-2 to AS2 transition will be significantly more strenuous than&lt;br /&gt;
the SDSS to SDSS-2 transition was.  We need your help to develop these&lt;br /&gt;
ideas into funding proposals and then to bring them to fruition.&lt;br /&gt;
Please contact the survey PIs to see how you can help!&lt;br /&gt;
&lt;br /&gt;
We expect that AS2 will be an institution-based collaboration, similar&lt;br /&gt;
to SDSS and SDSS-2.  It is not the case that all SDSS-2 members will be&lt;br /&gt;
members of AS2, nor does co-authorship on one of the proposals to ARC&lt;br /&gt;
automatically grant membership.  The mechanisms for institutions and&lt;br /&gt;
individuals to join are currently being developed by the AS2 steering&lt;br /&gt;
committee.  I'll hope to be able to give you news on this soon.&lt;br /&gt;

The outline of AS2 and its surveys are:&lt;br /&gt;
&lt;br /&gt;
SSS: In fall 2008 and spring 2009, we will use dark/grey time and the &lt;br /&gt;
current SDSS spectrographs to complete a survey of 250,000 stars, mostly&lt;br /&gt;
at high galactic latitude.  This strategy will be similar to SEGUE, &lt;br /&gt;
with the goal being to study the assembly and chemical enrichment&lt;br /&gt;
of the outer parts of the Milky Way.  (PI: Connie Rockosi)&lt;br /&gt;
&lt;br /&gt;
ASEPS: In bright time from fall 2008 through spring 2014, we will &lt;br /&gt;
conduct a large radial-velocity survey for extrasolar planets using &lt;br /&gt;
the multi-object Exoplanet Tracker spectrograph.  Approximately&lt;br /&gt;
100,000 stars will be surveyed, yielding over 1000 planets.  We expect&lt;br /&gt;
to build additional ET spectrographs beyond the current prototypes.&lt;br /&gt;
(PI: Jian Ge)&lt;br /&gt;
&lt;br /&gt;
APO-LSS: From fall 2009 through spring 2014, we will use dark/grey&lt;br /&gt;
time and the upgraded SDSS spectrographs to perform a 10,000 degree&lt;br /&gt;
survey of galaxies and the Lyman-alpha forest aimed at producing the&lt;br /&gt;
state-of-the-art measurement of large-scale structure, including a 1%&lt;br /&gt;
distance measurement from the baryon acoustic oscillation.  The upgraded&lt;br /&gt;
spectrograph will feature 1000 fibers, new CCDs and gratings, and extended&lt;br /&gt;
UV and red coverage.  Some additional imaging will be performed in fall&lt;br /&gt;
2008.  (PI: David Schlegel)&lt;br /&gt;
&lt;br /&gt;
APOGEE: Starting in 2011, we will use a high-resolution infrared (H-band)&lt;br /&gt;
multi-fiber spectrograph to conduct a survey of stars.  The goal is to&lt;br /&gt;
study the dynamics and chemical enrichment of the Milky Way, primarily&lt;br /&gt;
at low galactic latitudes where dust extinction makes the optical&lt;br /&gt;
impractical.  (PI: Steve Majewski)&lt;br /&gt;
&lt;br /&gt;
The details of these science cases are not frozen and we welcome&lt;br /&gt;
collaborators to join in the development of these surveys.  We are&lt;br /&gt;
actively investigating the opportunities to piggy-back these surveys&lt;br /&gt;
and hence make the whole observing plan more than the sum of its parts.&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
With 3 new or upgraded instruments and 6 years of planned operations,&lt;br /&gt;
the SDSS-2 to AS2 transition will be significantly more strenuous than&lt;br /&gt;
the SDSS to SDSS-2 transition was.  We need your help to develop these&lt;br /&gt;
ideas into funding proposals and then to bring them to fruition.&lt;br /&gt;

&lt;br /&gt;
We expect that AS2 will be an institution-based collaboration, similar&lt;br /&gt;
to SDSS and SDSS-2.  It is not the case that all SDSS-2 members will be&lt;br /&gt;
members of AS2, nor does co-authorship on one of the proposals to ARC&lt;br /&gt;
automatically grant membership.  The mechanisms for institutions and&lt;br /&gt;
individuals to join are currently being developed by the AS2 steering&lt;br /&gt;
committee.  I'll hope to be able to give you news on this soon.&lt;br /&gt;

This note concerns a number of aspects of institutional support for the&lt;br /&gt;
After SDSS-II (AS2) project.&lt;br /&gt;
&lt;br /&gt;
AS2 is preparing funding proposals to agencies, and as for SDSS, we need to&lt;br /&gt;
show strong institutional support.  We are assuming that the institutions&lt;br /&gt;
will collectively provide 30% or so of the total cash and in-kind&lt;br /&gt;
requirements.&lt;br /&gt;
&lt;br /&gt;
When the proposals are submitted, it will therefore be important to include&lt;br /&gt;
letters of interest from potential institutional partners.  If your&lt;br /&gt;
institution is interested, the following gives an example of a non-committal&lt;br /&gt;
but still useful response.  If your Department can make a stronger&lt;br /&gt;
statement, even better.  (Please make sure responses from Departments are&lt;br /&gt;
coordinated - we need one per institution, of course).&lt;br /&gt;

institutional partner.  We are starting to explore the level at which we may&lt;br /&gt;
be capable of joining, and we will keep you informed as these discussions&lt;br /&gt;

Separately, last month I sent an appeal for &amp;quot;at-risk&amp;quot; small contributions to&lt;br /&gt;
SDSS-II Advisory Council members and ARC Board of Governors members.  I am&lt;br /&gt;
pleased that the response was good, but it may be worth repeating some of&lt;br /&gt;
those words in case we missed some opportunities.  Excerpting,&lt;br /&gt;
&lt;br /&gt;
&amp;quot;I would now like to ... request volunteered contributions&lt;br /&gt;
at the $20k level, or whatever amount makes sense from the point of view of&lt;br /&gt;
matching interest with risk.  In-kind effort will be gratefully accepted if&lt;br /&gt;
it can apply against the near-term needs and if this effort is identified&lt;br /&gt;
by the AS2 management as critical for the project.  Funds received will be&lt;br /&gt;
kept in a special account by Mike Evans, separate from SDSS-II accounts,&lt;br /&gt;
and the funds will be spent (or the in-kind work directed) by Daniel with&lt;br /&gt;
the oversight of the SC.  When AS2 eventually raises the rest of the&lt;br /&gt;
necessary funds and is otherwise successful, then any cash contributed now&lt;br /&gt;
would of course count towards the institutional membership fee in AS2.  If&lt;br /&gt;
AS2 is not successful, then these funds may not be repaid.&lt;br /&gt;
&lt;br /&gt;
It is worth noting that raising some money now will provide a demonstration&lt;br /&gt;
of support ... that will be an asset during early discussions with funding&lt;br /&gt;
agencies.&amp;quot;&lt;br /&gt;

Procedures for Obtaining Membership in After SDSS-2&lt;br /&gt;

This document outlines ground rules for institutional membership in the&lt;br /&gt;
After SDSS-2 (AS2) surveys.  These rules are proposed by the AS2 Steering&lt;br /&gt;
Committee for the approval of the ARC Board of Governors.  After the initial&lt;br /&gt;
AS2 collaboration has formed, the Steering Committee will transfer authority&lt;br /&gt;
to the Advisory Council (AC), a body with representation from the&lt;br /&gt;
institutional partners.  At that point the Advisory Council may opt to&lt;br /&gt;
modify these rules (again with the approval of the ARC Board of Governors).&lt;br /&gt;
The scenarios and budgets described in this document are preliminary and&lt;br /&gt;
subject to modification.&lt;br /&gt;
 &lt;br /&gt;
AS2 is planned as a six-year survey, with observations beginning in July&lt;br /&gt;
2008, and ending in June 2014. An additional year of support for data&lt;br /&gt;
processing and archiving will be required.  AS2 is comprised of four&lt;br /&gt;
individual surveys: SEGUE-II, MARVELS, APOGEE, and BOSS.  Participation in&lt;br /&gt;
AS2 includes the entirety of the project, as opposed to selections of&lt;br /&gt;
individual surveys. Hence, membership in AS2 provides institutions with&lt;br /&gt;

pleased that the response was good, but it may be worth repeating some of&lt;br /&gt;
those words in case we missed some opportunities.  Excerpting,&lt;br /&gt;
&lt;br /&gt;
&amp;quot;I would now like to ... request volunteered contributions&lt;br /&gt;
at the $20k level, or whatever amount makes sense from the point of view of&lt;br /&gt;
matching interest with risk.  In-kind effort will be gratefully accepted if&lt;br /&gt;
it can apply against the near-term needs and if this effort is identified&lt;br /&gt;
by the AS2 management as critical for the project.  Funds received will be&lt;br /&gt;
kept in a special account by Mike Evans, separate from SDSS-II accounts,&lt;br /&gt;
and the funds will be spent (or the in-kind work directed) by Daniel with&lt;br /&gt;
the oversight of the SC.  When AS2 eventually raises the rest of the&lt;br /&gt;
necessary funds and is otherwise successful, then any cash contributed now&lt;br /&gt;

This document outlines ground rules for institutional membership in the&lt;br /&gt;
After SDSS-2 (AS2) surveys.  These rules are proposed by the AS2 Steering&lt;br /&gt;
Committee for the approval of the ARC Board of Governors.  After the initial&lt;br /&gt;
AS2 collaboration has formed, the Steering Committee will transfer authority&lt;br /&gt;
to the Advisory Council (AC), a body with representation from the&lt;br /&gt;
institutional partners.  At that point the Advisory Council may opt to&lt;br /&gt;
modify these rules (again with the approval of the ARC Board of Governors).&lt;br /&gt;
The scenarios and budgets described in this document are preliminary and&lt;br /&gt;
subject to modification.&lt;br /&gt;
 &lt;br /&gt;
AS2 is planned as a six-year survey, with observations beginning in July&lt;br /&gt;
2008, and ending in June 2014. An additional year of support for data&lt;br /&gt;
processing and archiving will be required.  AS2 is comprised of four&lt;br /&gt;
individual surveys: SEGUE-II, MARVELS, APOGEE, and BOSS.  Participation in&lt;br /&gt;
AS2 includes the entirety of the project, as opposed to selections of&lt;br /&gt;
individual surveys. Hence, membership in AS2 provides institutions with&lt;br /&gt;
access to all of the data, even if particular institutions or individuals&lt;br /&gt;
confine their efforts to a limited subset of the surveys.&lt;br /&gt;

Membership in AS2&lt;br /&gt;

Membership in AS2 is open to individual institutions; other collaborative&lt;br /&gt;
buy-in arrangements will be considered on a case-by-case basis if there are&lt;br /&gt;
compelling and mutually beneficial reasons to do so.  Membership in AS2 is&lt;br /&gt;
recommended by the Steering Committee (and ultimately by the Advisory&lt;br /&gt;
Council) to the ARC Board of Governors.  One criterion for membership is a&lt;br /&gt;
tangible contribution to the construction or operating needs of the AS2, as&lt;br /&gt;
described below. &lt;br /&gt;

Full Institutional Membership includes data rights for an unlimited number&lt;br /&gt;
of participants from the institution.  Full Membership is expected to&lt;br /&gt;
require a total contribution of a particular amount that is expected to be&lt;br /&gt;
between $750k and $1M, depending on the number of partners recruited and the&lt;br /&gt;
success of other fund-raising efforts. In most cases this membership fee&lt;br /&gt;
would be paid in annual installments over the lifetime of the project, where&lt;br /&gt;
front-loading of payments is necessary to fund the required hardware and&lt;br /&gt;
software upgrades.  All partners are encouraged to join as Full members.&lt;br /&gt;
 &lt;br /&gt;
To accommodate institutions that cannot commit to a Full membership,&lt;br /&gt;
Associate Institutional Membership includes data rights for a specified&lt;br /&gt;
number of Participants, where the cost-per-Participant is set to one-fifth&lt;br /&gt;
of the cost of a Full membership.  These Participants would be named, as&lt;br /&gt;
opposed to pooled.  Participants are understood to be long-term scientific&lt;br /&gt;
staff, e.g. faculty (tenured and non-tenured), research-track scientists,&lt;br /&gt;
and equivalent.  Participation rights can be moved from one researcher to&lt;br /&gt;
another with the consent of the Director; the Director (and AC if necessary)&lt;br /&gt;
has the authority to limit over-use of this flexibility.  Each Participant&lt;br /&gt;
is allowed to share data-access rights with one postdoctoral fellow.&lt;br /&gt;
Graduate students, undergraduate students, and individuals within two years&lt;br /&gt;
of their first bachelor degree (e.g., individuals working for a year before&lt;br /&gt;
going to graduate school) are limited to those working directly with one of&lt;br /&gt;
the Participants.   Postdocs and other professionals who are supported by&lt;br /&gt;
AS2, or whose work is counted as an in-kind contribution, will also have&lt;br /&gt;
data-access and other participatory privileges so long as they are spending&lt;br /&gt;
the majority of their time on an activity acknowledged by AS2 to be of&lt;br /&gt;
general service to the project. A minimum of three Participants is required&lt;br /&gt;
to have a vote on the AC, to have a representative on the collaboration&lt;br /&gt;
Council (CoCo), and to be listed as a member on official boilerplate.&lt;br /&gt;

AS2 will have seven annual payment periods, starting in January, 2008, and&lt;br /&gt;
ending in December 2014. The requested contribution schedule will be&lt;br /&gt;
frontloaded with a minimum profile such that 3/14 is due in 2008, 1/7 in&lt;br /&gt;
2009 through 2013, and 1/14 in 2014.  Frontloaded payments in excess of the&lt;br /&gt;
nominal profile will receive a small (3% per year) adjustment for&lt;br /&gt;
anticipated inflation as a means to encourage earlier contributions.&lt;br /&gt;
Additional encouragement may be granted by the SC and AC to provide a bonus&lt;br /&gt;
of up to 10% if offered funds in 2007 and 2008 are required to meet the AS2&lt;br /&gt;
cost profile.  For example, if one paid the entire cost in 2007, this&lt;br /&gt;
benefit (10% plus 3% inflation adjustment) would be about 81 cents on the&lt;br /&gt;
dollar.  &lt;br /&gt;
 &lt;br /&gt;
It is anticipated that payments will be required no later than the first&lt;br /&gt;
quarter of each calendar year of the survey, beginning in 2008.  It is&lt;br /&gt;
understood that 2008 contributions carry some risk, as they will likely be&lt;br /&gt;
due before full funding is assured.&lt;br /&gt;

It is recognized that there may be cases in which institutions cannot commit&lt;br /&gt;

It is anticipated that some data processing, archiving and release costs&lt;br /&gt;
will be incurred in 2015. The AS2 project will strive to handle&lt;br /&gt;
institutional contributions towards these expenses by careful forward&lt;br /&gt;

The AS2 project intends to negotiate a waiver of overhead rates with MOU&lt;br /&gt;
partners as part of work packages.  SDSS, SDSS-II, and the 3.5-m telescope&lt;br /&gt;
were projects undertaken by ARC that set an example whereby in general ARC&lt;br /&gt;
member institutions and MOU partners waived recovery of indirect costs on&lt;br /&gt;
work conducted at the respective institutions. This policy (of having&lt;br /&gt;
institutions where work is done carrying the burden of the IDC costs) was a&lt;br /&gt;
significant indicator of commitment to the funding agencies for SDSS and&lt;br /&gt;
SDSS-II, and we can expect the same to be true for AS2.&lt;br /&gt;

show strong institutional support.  We are assuming that the institutions&lt;br /&gt;
will collectively provide 30% or so of the total cash and in-kind&lt;br /&gt;
requirements.&lt;br /&gt;
&lt;br /&gt;
When the proposals are submitted, it will therefore be important to include&lt;br /&gt;
letters of interest from potential institutional partners.  If your&lt;br /&gt;
institution is interested, the following gives an example of a non-committal&lt;br /&gt;
but still useful response.  If your Department can make a stronger&lt;br /&gt;
statement, even better.  (Please make sure responses from Departments are&lt;br /&gt;
coordinated - we need one per institution, of course).&lt;br /&gt;
